It works normal and proper on the image challenge, but plays out on Qotw like throwing open the gates of Broadmoor.

^^ThisIt used to be called the "all" function, and was a way of picking out the best stories as qotw was in progress. IMHO it wasn't really used for vote rigging, but too many people came to know of it and the possibility was there.
