Up the level a year later and make them refuse to use anything that was not invented/produced in their country of residence.

The cheap shit housing that the original immigrants were dumped in exists only in the crappiest of inner cities. Then the support structure for the relevant culture grew around those crappy inner cities and new arrivals to the country are placed there/gravitate there because that's where all the (minority) live...
