Rogues, Villains and Eccentrics
My current toilet book is Brewer's classic encyclopedia of the same name, listing some of the great British nutters down the ages. Let's create a B3TA version based on the dodgy people you've met

The Pause
My dad had a mate that would come around for barbeques and other social events. A pretty normal, everyday guy, apart from one thing: in the middle of a conversation, he would sometimes stop in the middle of a sentence, and just... pause. He'd carry on looking at you, as if engaged in conversation, but not saying anything. The pause would grow longer and longer, becoming really uncomfortable; maybe a minute or even two. Then he'd suddenly continue as if nothing had happened, picking up where he'd left off.
I hope it was nice where he went.

I know someone who does this, it's got so irritating I tend to avoid talking with him anymore
It's as if they are assuming you are hanging on to every word they are uttering as with with profound meaning or intellectual significance.
Wrong, it's as boring and irritating as fuck. I think it's got to the stage where the person I know who does it thinks i'm being rude when i'm in their company; especially when I walk off in the middle of one of these long pauses.

On the other hand
I knew a guy who did this. It was a minor epileptic fit - sometimes known as a 'petit mal'. He would just go away for a few seconds or a couple of minutes, and then come back again with no idea that he'd even had the fit. He wasn't allowed to drive a car because of this.

The person I know is not having an minor epileptic fit, however
it's simply an extremely annoying trait of their personality I can't be arsed to deal with anymore

Having a conversation with him is excruciatingly painful
so I tend not to now.

Have you tried
Doing it back?
"Oh, by the way, did you...."
And just stand there looking at him until he walks away.

i've heard gossip about Gary Rhodes that's quite similar
seems he was run over in his youth and now sometimes he sort of freezes up in conversation

Mine too.
He'd be in mid flow telling us about something interesting and would suddenly stop in the middle of the, um,
It never happened when he was talking about anything dull.
