What kind of sensible person, in their right mind, even legally, could fail a whole site inspection because they got wet?
It would be perfectly reasonable to take legal action, and/or to have him sacked or "retrained" as govt depts do these days.

A large number of people get killed due to violating rules on building sites.
These accidents are generally caused by people who know better than to abide by the little rules.

Shutting down the site because you got wet - being a twat.
Shutting down the site because the driver wetting you violated safety rules to do so - in a quite blatant and knowing manner - perhaps more or less the persons job.

The site managers are obviously tolerating blatant pissing around* on site. That sort of thing just doesn't happen if you are running anything close to a tight ship.

*You could probably get the driver done for assault too.

We don't know that the soaking was blatant and knowing.
The most we know is that R didn't notice the warning until it was too late. And, let's face it, builders' machinery is hardly silent - which makes me wonder just how much attention R was paying.

I can answer that.
There were a lot of trucks and whatnot moving around the site, so Richard didn't hear the water truck approach. The horn and wave were done just as the water was hitting him- so yes, it was intentional.

When he got back to the office he told his supervisor what happened, and the supervisor laughed and agreed that he had responded correctly.

By the time Richard told me this story he was laughing about it himself. Getting harassed a bit by the construction people is expected, and he takes it with good humor. Getting doused on a cold windy day with swamp water is just egregious.

The most that we can say there is that this was his first awareness of the horn and wave. And even if there was no warning that he didn't notice, that says nothing about the intentions of the guy driving the water truck.

Unless you are in a 3rd world country
not many people on building sites get killed because they violate rules. Most of the deaths (which aren't many)* are outright stupidity (Violating laws of physics) , that sort of shit OH&S will never cure.

*not many depends on your definition-some people say one death is too many, while I think that the world is overpopulated and should be allowed to sort itself out.
