took a bloody age to get rid of the T with Paint

But you actually have rain in yours, which makes it different. And the fact you did it all in Paint says a lot for your dedication/single-mindedness!

Second-hand will do - I recently got Photoshop 5 for £45 via eBay. (I then used that as base for upgrade to version 7, which is nice but not essential.)
Or Photoshop Elements has most of what you need and is fairly cheap, or bundled with scanners etc (and thus likely to be available second-hand).

If you know its ropes, you can rpoduce reasonable results - I do all my stuff in Paint. I can't get away with using Photoshop at work.
