Cornwall along with Wales were the places the English fled to when the Romans and later the French invaded.The Welsh and Cornish languages are more English than modern English, which is now largely made up of the Romance languages as opposed to what would have been Germanic/Celtic in structure, pre invasion.

The English hadn't even been invented when the Romans were here. In any meaningful sense, the English (define them as you will), didn't come along until about the 10th century.
As for your remarks on the languages, well...
