Not likely that a serving detective would have a glass eye, even less likely that a serving detective would lose an eye, have it replaced using public funds and then be permitted to continue in his role.No, there's only one explanation that makes sense and leads to an unexpected double act.
Detective Columbo must have lost the eye while serving, concealed this somehow and paid for the glass eye out of his own pocket.
Thus the double act in every investigation, Detective Columbo with the Private Eye.
