the actual guidelines for the competition are usually quite strict, i.e. local news.
But then people come along and make pictures about any sort of news. And while it's not exactly within the rules, those pictures can be great anyway.

no-one said there had to be newscasters... could be a paper, or just the event as it happens, live at the scene
