aren't ligatures - ligatures are the extra bits that connect (eg) double letters. What you've got there would be diphthongs.

all gets a bit confusing when digital typography comes into it, because old-skool hot metal/letterpress terms get slightly mutated. F'rexample, to all intents and purposes, "kerning" is now used interchangeably with "tracking" by most design professionals I know even though they're two very different things.

Surely a diphthong would be two vowel phones right next to each other - i.e. in speech, which is not the same as a written digraph representing a single vowel sound, like in paedophile. So ß, œ and æ are presumably just digraphs that got intimate over many years?

so will have American English spellings. For the best bet, use something like Cambridge as that gives the English spellings as well as the US variations.
