Despeckle filter, then a slight blur, then convert to black and white. If you want to brighten up the image play with the brightness and contrast settings too.

For next time, film with more light - the video starts to get noisy when there isn't enough light to drive the CCD properly. Either that or use the infra-red mode if the camera has one...
