I had that idea years ago (you mind-reader)
Tardis disguised as modern-day every day thing like a transit van. Serves me right for not shopping it. I also think it could be a container like off them lorries. So there.

The idea was that
the TARDIS would cloak as something innocuous, but at some point in the past the cloaking device broke and that's why the TARDIS is *always* a police box.
