Interesting...if I'd making a pic of someone and I know it's going to take a while, I put off doing the eyes until near the end so I've got something to look forward to.
Also, I just realized, another way that works for me is because I think the eyes just automatically make the pic look better because they hold the attention. Doing the eyes last forces me to do a better job on the rest :)
