it's partly- I think - because production and distribution cost were so high that record companies mostly only put out things for which there was a large enough market. As these costs have reduced, less mainstream stuff have become more available causing fragmentation... all the names and little distinctions are ultimately pretty flakey anyway; if you can't tell the difference between dubstep, UK garage, breakbeat brokenbeats and so on, perhaps there isn't really a difference.
