He means that when an image loads, it's downloaded.
And that download adds to our bandwidth, and some people have to pay a lot of money if they go over bandwidth limits, which is why the filesize limit is there.
And as many people downloaded your image twice, that's just over 64.5kb.
What if that took them over the limit? You may have starved their children.
