I mean, you should be able to fit the orbit of a lower mass object inbetween the orbit of the Earth and the Moon, but would the Earth's gravity distort the Submoon's orbit so much it couldn't be stable?

one of the many many theories of comet creation that is, near misses from asteroids around atmospheric planets, somehow in their wake they collect a bit of atmosphere, it freezes and then does the whole gas emission thingy when it warms up a bit.
