no... there's normally about 6 in the line out...
it leave the option open to either drive the ball (like they have here, but with fewer numbers) or lay the ball off and get it across the pitch in search of a gap...

Why the hell don't they do that more often?
I find rugby an unnecessarily confusing game for one that seems to just be based on brute strength.

Because
If they lost the ball they would have no defence. Basically this is a very high risk strategy which is why you very rarely see it.
