It shows signs of recently having lost it's collar, from the looks of it the owner probably had it in a bling one that appealed to a chav, but I'll bet the bish daren't reclaim it now they're apparently some sicko cat abuser.
*edit* it's a broken cat anyway as judging by the second picture down it has 'front bollocks syndrome'...
