It looks like shit, but still manages to demonstrate Peter Jackson's talents as a director. He only got to do the Lord of the Rings once he proved himself on smaller films.
The point of a student film, or indeed a showreel, is not to show off how much money you had to spend, but to show off what you were able to achieve with the resources available.
As a final point, if you need an example of why a large budget isn't necessarily a good thing, watch John Carter.

Peter Jackson just did it himself. No film school. No failed film graduates/professionals 'teaching' him.
Jackson, Spielberg, Ridley Scott, Christopher Nolan, Sam Mendes, Paul Greengrass - all smart, innovative filmmakers who didn't go to film school.
Zack Snyder, Michael Bay, George Lucas - all executors of stylised cliche who went to film school.

Oh come on
The whole slam it in series was ruined by over use of CGI. North's talent was corrupted by corporate financing. In slam it in 7, Cindy's revenge, the cum on her back shot was green screen.
