This is a normal post Why should there be a one size fits all salary for public sector teachers?
In nearly every other profession, if you do your job well, take on more responsibility and inspire those around you (the kids in this case), then this gets recognised and rewarded.

Why should it be the only option available to really good teachers is a job in management or going private, neither of which helps the children?

I agree with the guy in this video, good teachers need more room to teach broad skills and general knowledge (not just passing exams) and this can only happen if the government and unions get out of their (the teachers and the schools) way.

That's what the government is pushing at the moment. If you get paid more then you should have more responsibilities. They are also looking to introduce regional pay.

Teachers get just as frustrated as everyone else when they have colleagues earning a lot more than them, with fewer responsibilities, rocking up late and leaving early. All jobs have lazy workers, teaching is no exception. Getting rid of an under performer who is sucking up the budget that could be spent on a good hardworking teacher is a very very long process.

The signs are there that the government wants to make schools operate more like the private sector with rewards for performance (whether this is measured correctly or not is another issue). The unions have different ideas.
