It's not an acronym. Chav is a very localised word actually and comes from the south east. it is a derivitive of 'charva' which is a term for a gypsy. They also used to call kids Chavs in the South east. Elsewhere these types had their own local names. They are Neds in Glasgow, Scallies in Liverpool, often Skanks in Manchester but because the media always follow what goes on in London as they became high profile on tv the term Chav has become a nationwide thing. In America they would be the children of white or trailer trash.
I'm just reading wikipedia and it mentions people have been giving it a meaning as an acronym so I guess you are not wrong in a sense.
