JUST WHAT IS THE POINT OF ALL THAT!IT MUST BE SO UNCOMFORTABLE AND THEIR TINY LITTLE BALLS MUST GET REALLY COLD!
I was in Florida a couple of years ago and the New York kids there on their vacations were all like this, but would actually have a belt on, but it would literally be half-way down their thighs with their sweaty 'shorts' entirely on display. And they wore towels on their head. Actual hand/bath towels!

HahaI've seen kids in malls whose pants were literally down to their knees. There's a certain walk they have to do, a gangster with cerebral palsy, which is the only thing that keeps the pants from falling any further.
