It costs around £200k p/a to imprison each person.
If you could cut the cost of doing so and make the 'stay' less desirable, it would save more money than taxing the offenders ever would.

Spending less means savings = more money in the kitty (to spend elsewhere)

OK, here is an idea for you..
Any person caught committing a crime, the law will be allowed to strip them bare, sell their teeth, hair and clothing. Also, be able to re-market any 'stash' they may have on their person? More what you had in mind?
