If you could cut the cost of doing so and make the 'stay' less desirable, it would save more money than taxing the offenders ever would.

Any person caught committing a crime, the law will be allowed to strip them bare, sell their teeth, hair and clothing. Also, be able to re-market any 'stash' they may have on their person? More what you had in mind?
