This is a normal post I have to declare an interest here
as my wife works in international aid and a lot of their funding comes from DFID. I believe the majority of the projects they're working on are actually completely sensible - the one my wife is on certainly is. However the ones that grab the headlines are clearly in the "what the hell were you thinking" category, and there seems to be a serious problem in some areas in ensuring the aid isn't siphoned off by the regime before it reaches the intended recipients.

My wife is a civil servant and I've heard stories about massive waste in spending.

Is it true that a lot of the WTF projects are funded because the DFID has a legal target on how much they have to spend?

They are the only government department that are obliged, BY LAW, to spent the entirety of their budget and if they do not they have to make a statement to the House explaining why. You know how councils suddenly become highly concerned about fixing kerbs and paving stones in the run up to April even when they don't need fixing... Their budget is fixed, again BY LAW, at 0.7% of GDP.

Underspend by 10% this year and (rather than a pat on the head for being efficient) you get 10% less than whatever you ask the Treasury for next year.

Fortunately there are plenty of government suppliers who are good at 'helping out' the procurement people and pricing based on what's currently in the pot (which is how you get to the NHS and MOD paying shitloads for spoons and pens and stuff).

But enough of that! Lets get back to decrying celebrities who avoid tax...

This is a normal post No. It's not illegal to underspend in any other department, no other department has to give a statement to the house if they underspend, and no other department has their budget set as an elastic percentage of GDP.
Apart from that, it's exactly the same.

I just find myself arguing with many other remainers here when they rely on shitty arguments, or ignore very good arguments from the other side. Similarly, I voted Lib Dem, but I end up finding myself defend Tory ministers because of shitty arguments.

Everyone then assumes I'm on the other side when mainly I'm trying to tidy up the mess on my own side.
