This is true.
Anyone in government is doing so to get more money and/or power.
Corporations are legally obliged to obtain money by any means they can unless specifically prohibited from doing so by corporate law.
Well, OK, it's not a conspiracy it's just moronic laws and basic human greed conspiring here.

This sounds like my general rule
never to ascribe to conspiracy that which can be put down to independent self-interest.

Yeah, sounds like a good rule of thumb.
I think the putting it down to incompetence lot forget the basic human motivation.
