That is because Norwich locals can't read
and have therefore kept the library pristine as a place where they worship the literate god-people that keep all this knowledge for their benefit. They wander around going ooh and aaah at all the magical knowledge paper and leave gifts at the altar of the high priestess Libe-Rary Anne.

Fair point.
That was a pretty good criticism though, it seemed a shame to waste it because of a technicality.
