basically you have to digitoze thenvectorize it for use in a font making program. You should be able to find the old but functional Macromedia fontographer around for free. That will do the job fine.

I've not made any for a long time.but never had any issue doing it. Quite easy once you get the hang of it. It's just vector scaling each letter and compiling the font when all done.
