It seems the more litter/recycling bins that are around there more litter there is.

Or, we can pay more tax in order to employ TWO people, one to empty public bins and the second to pick rubbish off the ground from those who can't be bothered to use the bins. AND THAT'S WHY WE DON'T HAVE PUBLIC LITTER BINS ANY MORE."
Whilst I'd like to see a return of the public bin (always feel guilty about sneaking something into someone's empty wheelie parked at the end of their drive), I can't really fault the logic behind this.
