Bush merely used our system of an electoral college, in which states get the proportion of electoral votes equal to the amount of representatives they send to congress, to get a plurality of electoral college votes by winning in states that have over-representation.

edit: yes and then florida was the key swing state in which he apparently used his family connections to rig the florida supreme court into ruling in his favor, so in that case, yes he did cheat if it is true.

By the way, what I meant by over-represented states for those of you not familiar with the US's system of screwing...er electing presidents is this: California, which generally votes Democrat(eg. not Bush), has a population of 37 million or so, and has 54 representatives(not sure of exact rep number), so they get one representative for every 685,000 people...But Nebraska, which has an electoral college vote of 5(I think) and a pop of 1.5 mil, gets 1 rep for every 300,000 people, and always votes republican. What a crappy explaination, but thats only one way in which our voting system is messed up.
