You're using paint click on Image, then Stretch/Skew and put the same value in each field to bring the picture size down. 40% should work ok on the image you posted.

If it's photoshop it's largely the same deal, but when you save use save as and use the slide bar to adjust the quality level to bring the file size down too.

You may want to read the FAQ. It is quite helpful.

edit: I recognise that wig and glasses combo, I used it for this
