I must confess, I've seen the comment before, but I don't actually know what a RIS is..

Some guy shopped out the RIS from Morisons. Loads of people didn't get it (it now spells morons) and replied with "I don't understand. RIS?". So now RIS is the standard reply when you don't get something.
