Would it be ok to explore both options?
I'm all for spending as little money as possible, but don't know if I'd be techy enough to build one. Bet that'd be fun though. Do they come with appropriate cameras?

yeah for sure
the one most people are getting that goes out of the box is the DJI Phantom- it can carry a gopro on a stabilised gimbal. give it a google you should find a few different places selling them.
There is a quanum vrsion which does basically the same thing but is MUCH cheaper. Here's a link to it from hobbyking in hong kong

if you want to build it yourself there are lots of kits and components at hobbyking. they have a UK warehouse which is much better for shipping / customs but is not as well stocked.
