Using the distance that a standard set of double yellow lines are from the kerb on UK roads as a reference,
I can usually pass a stationary or slow-moving car easily if its wing mirror is outside the outer line, as I can partially overhang the curb with my left handlebar (my bike has pretty standard width riser handlebars with bar ends added).
I cycle in traffic a lot and will not ride down the middle of the road unless it is strictly necessary.
