Mine does. For the last 10 years I've only ever owned Samsung phones, so I can't speak for any other make of mobile phone, but every Samsung I've had, the alarm will sound even if the phone is turned off, either by myself, or if it runs out of battery.
I believe you have to set it to "alarm sound even if phone is off" or some such, in the alarm settings.
Taa-daa problem solved :)

*drumroll*Introducing...the Samsung Galaxy S! The 'smart'phone whose alarm absolutely will not ring if you switch the phone off. Will you be woken at 07:00 in time for work or by a call from Crazy Drunken Ex at 03:00? The excitement never stops.
