AwwwwI found when faced with a similar dilemma, vast quantities of superglue mixed with sawdust poured into the holes then ramming the screws in seemed to work.
Still got a shelf up after 6 yrs.
I pity the next tenant who tries to remove it and pulls the entire wall down
