If I am already paying a higher rate of income tax and NI contributions on all my earnings why should I be penalised for saving for my future because I earn more?
Already contributing more in reflection of a salary, which is fair enough, but why penalise people even more?

that would not be penalising you.
It would be fairer redistribution of government expenditure. You get double the extra payments to your pension than basic rate payers do, which is basic rate payers being penalised, not you.

If you want lower NI and income tax you need to cut the spending that to be honest, isn't necessary.

and you seem to have no idea about how personal taxation works.
You only pay tax on all your earnings if you have lost your personal allowance. It is reduced by 50p for every pound you earn over 100 grand. So unless you earn substantially more than that, you don't pay tax on all your earnings.
