Short version
A few years ago a guy was creepy and harassing at Readercon to several women. He was banned for life. This year a guy was creepy and harassing at Readercon to several women. But he was a guest of honour and on one of the panels. He was banned for 2 years because he "showed real contrition". Fandom is going apeshit bonkers at the board of Readercon.

Edit: In both cases they claim to have a zero-tolerance policy, in the latter they've just ignored it, which is what's bunching all the panties.
