T.J: i am currently disturbed. there is a local food bank for the truly needy. lots of people i know are taking advantage of this and a thing the social are doing that gives free gas and electricity to those who are desperate. i'd feel very wrong taking this. yes, i'm skint, but i can still cope and i've got a roof over my head. i'd rather see that food and money go to the needy. i'm not taking this stuff just so i can spend food money on crap.
question is, am i being a mug or, worse, a sanctimonious arsehole?

If everyone did that, it would work perfectly.

Abusing the system is trying to find loopholes to claim more than you are entitled to. From what you say above, the loophole in this case is to spend your social money on non-essentials and then claim charity hand-outs for the essentials. Doing that does seem morally wrong.

If people are taking advantage of it, it'll just cease existing eventually.

Unless you are part of a commune nobody else is going to give a fuck about you keeping a roof over your head when they have to think about theirs first.

Because people are cunts, and will guilt trip you when you take stuff they want, but when they take stuff you want that's perfectly fine and you shouldn't complain, because people are cunts.

Avail yourself of whatever you can while you can, don't willfully hamper your own well being when there is a provision to try make it easier for you, there's plenty of bastards who are eager enough to do that for you.

By answering for yourself what it is specifically you contribute to society. It is specific to you just as the items you're thinking about are specific. Match things to balance. This is irrelevant but from my pov, your wit, your wisdom, your humor and your sincerity shown here on this board more than make up, over compensate, actually. I just pulled that out of my butt.

I have experience in this. Oddly, I was on vacation in Mexico when someone suggested that AngelHeart food delivery was intended for people like me. That was not my self image. I did not realize how bad I actually was. I took the offer. They were brilliant. I honestly do not know how they sort things, they get no government help at all. It's all private initiative. They actually put weight on me. For the first time in my adult life. I got better. Then volunteered there. There were other volunteer things that preceded all this to sort of kind of balance things. I will never forget how AngelHeart helped me and the dedication of the people who volunteer there.
