We now have a slightly better idea of what Brexit will actually mean and the utter bullshit that was thrown about in the first campaign. Suspect some of the 52% (the higher functioning ones who can tie their own shoelaces) might have changed their minds.

I'm not sure you understand what he's asking for.
He's saying he'll block Article 50 in the commons unless the negotiated proposal is put to the public either in another referendum or as part of a general election.
He has the numbers in parliament to carry out this threat.
The EU will not begin negotiations until until article 50 is invoked.
So how can it be put to the public when there isn't one negotiated?
And as for people changing their minds, maybe some who voted remain because they were fed bullshit from remain will change their minds?

The next general election is in 2020.
A lot of damage will be done to the country if we have to wait that long.
And again, there's no proposal that can be put to the vote because it doesn't exist until negotiated with the EU.

Deal cannot even begin to be shaped until article 50 is invoked.

This damage you're claiming will happen is an inevitable consequence of the first vote. Pretty much the entire political class has known this all along apart from a few crackpot Tories who think that getting our black passports back is more important
