Moving it manually gives you control over the degree of blurring, and the flexibility to change it if required.

This is a normal post The wheels are blurred too except in a few frames
So I guess they reposition the characters then capture the image with the train rolling and the camera moving with it. A fuck of a lot of extra work, but it pays off.
