Probably because that only gives you one effect
Moving it manually gives you control over the degree of blurring, and the flexibility to change it if required.

The wheels are blurred too except in a few frames
So I guess they reposition the characters then capture the image with the train rolling and the camera moving with it. A fuck of a lot of extra work, but it pays off.
