It's a magic trick gone wrong, not an assault
maybe the fluid reacted badly with his hair gel or makeup instead of burning off harmlessly.

I've not much experience of foreign tv production, but why was some of it being filmed on camcorders?

Seems a bit iffy to me. They play patty head to try and put the flames out/add more petrol...then camera cuts away, in this day and age surely you'd keep the camera on the burning man for shits and giggles.
