Delete accountsif they've they've posted anything in their first twelve months. Otherwise they just sit their denying the use of a name.
modedit: There are reasons someone might have an account and not use it to post. Check your profile settings, there's stuff like navkeys, swear filters and make links open in a new window etc. It possibly effects voting too, but I can't remember.
