That is the story.
Moon was in the frame for the role of drummer as he was seriously fucked off with The Who, and Jeff Beck was going to be lead guitar. You can hear this lineup on Beck's Bolero which is the B side of Hi Ho Silver Lining. Page wanted either Steve Marriott of the Small Faces or Terry Reid for vocals. His overtures to Marriott were dealt with swiftly by his manager, self styled gangster, father of Sharon Osbourne and massive prick Don Arden.

Imagine how good that band might have been eh.
