many and varied reasons,
The main ones being, in no particular order:
Cooking to order is almost impossible due to the time roast potatoes take, so they are hot held which dried them out.
Poor quality potatoes to begin with as many places but shitty pre-peeled ones that are horrid to begin with to save on labour.
Lazy chefs doing it wrong.
Don't use proper fat, just cheap oil to cut costs.

But the first one is the main culprit.

That and most of the cooking is done by the publicans wife
My wifes cooking turned well known pub into a great pub just because of her cooking and timing.
1 Meals served between X o'clock till Y o'clock
2 keep meals simple
3 Good quality menu
4 Great beer
5 5 GOLDEN RINGS
