families on higher than average incomes don't need child benefit.They can happily get by without it.
And as most higher rate people drop down to basic rate when they crystallize their pensions there is absolutely no justification for the current tax relief arrangements, not to mention the gross unfairness of the relief being based on the marginal rate on the full contribution.
