it's actually a good idea, at least if it's combined with the Big Issue sellers, sponsored all weather jackets and the like. (Phone up the Big Issue RG, we'll go halves on the profits)
The seller could choose what adverts they approve of from a daily selection of things that slip in to a panels on the jacket of varying size.
I also like the idea of it belittling sportsmen with all their ads :D
