i think they're called raster lines. i forget exaclty how, but you need a new fill layer on top of everything with a 1 x 2 repeating fill; top pixel black, bottom pixel transparent.

1px wide by 2px high.
black pixel on top transparent pixel on bottom
click edit define pattern and call it scan line
in your image fill the top layer with your new pattern
