That's what pisses me off. My total debt is tiny, but I applied for a credit card last night and it was rejected.

Most banks have a service that helps build credit ratings.

You save this amount a month.
Then when you've saved it they loan you the ammount you've saved and you pay it back every month from the savings and shit.
