Incorrect.Was this told to you the same day as you were informed that the Ice Cream Van tune meant it was out of ice cream?
The knob rotates when the green man is shown, and is simply to let blindies know when to cross and not get a lorry shaped bump on their head.

this is rightthey are hardly going to spend loads of money getting engineers to figure out traffic light timings only to leave the controls there for any moron to fiddle with.
