Not sure what kind of business model that is. Perhaps you get a very small portion of something very salty/spicy so you buy beer?

pubs often used to do free food back in the olden days before that were turned into beige wine bars and twee gastropubs
you could barely walk into an Irish bar without some old dear forcing a stale tomato sandwich on you
